<title>Annual Report 2009&#45;10 Released                                                                                                                                                                          </title>

<description>Annual Report&#10;One of the requirements of the Commissioner under the Transport &#40;Scotland&#41; 2005 Act is to produce an Annual Report outlining his objectives and how they have been met&#46; The Commissioner is accountable to the Scottish Ministers and ultimately to the Scottish Parliament&#46;&#10;John Gooday&#44; the Scottish Road Works Commissioner said&#58;&#10;&#34;I am pleased to announce the publication of my third Annual Report&#46;&#34;&#10;&#34;This report is the first time we have had a whole years worth of Indicator data to analyse and present&#46; Overall the trends during the year have generally shown improved performance&#44; even if the rate of change might have been slower than wished&#46; However&#44; a number of individual organisations continue to show poor performance&#46;&#34; &#10;&#34;The most important activity carried out this year was the development of the Performance Review forms which were issued to all roads authorities and to the main utility companies&#46; These forms contained selected Indicator data for each organisation and provided a textual summary of its performance over a 12 month period from October 2008 to September 2009&#46; Poorly performing organisations were directed to develop action plans for improvement and are now implementing them&#46;&#34;&#10;&#34;I will undertake the Performance Review exercise again in November and December 2010&#46; Where organisations have not improved and where it could be considered that they are systematically not meeting their duties&#44; I will consider the use of my powers and if appropriate&#44; I will impose appropriate financial penalties&#46;&#34; &#10;To download a copy of the third Annual Report &#40;2009&#45;10&#41; &#10;To download a copy of Appendix 1 to the third Annual Report &#10;&#38;nbsp&#59;&#40;published July 2009&#41;&#10;&#10;</description>
