Who we are

JOHN GOODAY - Scottish Road Works Commissioner

In July of 2007 John took on the independent role of the first Scottish Road Works Commissioner, a direct appointment by Scottish Ministers.

He started his career with Edinburgh Corporation City Engineers Department as a trainee civil engineering technician.  After 2 years he started a civil engineering course at Heriot Watt University and on graduation rejoined the Corporation as a Graduate Engineer.

By 1978 he had become a Member of the Institution of Civil Engineers and a Member of the Institution of Municipal Engineers and was working with Lothian Regional Council Highways Department on the design and construction of the Portobello and Edinburgh Bypasses.

From there he went on to join the then Scottish Office in 1989, working on a number of trunk road improvement schemes and in 1995 took on responsibility for delivering the "Competing for Better Roads" agenda of opening up the maintenance of the Scottish trunk road network to the private sector.

Then in 1999 he became the first Traffic Controller for Scotland, working on the expansion of what is now the Traffic Scotland system of variable message signs and traffic detection and in 2003 took on the role of National Network Manager with responsibility for the management and maintenance of the Scottish trunk roads network.

As well as the Commissioner himself, the Office of the Scottish Road Works Commissioner consists of the following post holders who undertake the following functions:

NISHA KHARBANDA - Performance Manager

Nisha joined us from Napier University's Planning and Intelligence Department where she was responsible for preparing statistical and financial returns to the various Funding Councils and developing Key Performance Indicators and targets from various internal systems in order to measure the delivery of their mission to be the 'best modern Scottish University'.  With a diverse background to date, she has worked abroad and also within a number of management information functions in both the private and public sector.

The key functions of the Performance Manager are:

  1. Operation and performance of the Scottish Road Works Register (including the gazetteer) and the promotion of good practice.
  2. Provision of performance indicators.
  3. Freedom of Information publication scheme.
  4. Complaint handling.
  5. Maintenance of the public facing website.

RAYMOND ELLIOT - Liaison Manager

Ray joined the team from the Transport Directorate of the Scottish Government in which he had worked since 2004 on the then Transport Scotland Bill.  He was responsible for road works legislation, managing relations with stakeholders and supporting the Minister for Transport and senior officials.

The key functions of the Liaison Manager

  1. Monitoring compliance with the 1991 and 2005 Acts and the promotion of good practice.
  2. Keeping the regulations and Codes of Practice under review.
  3. Issues of enforcement and dispute resolution.
  4. Media handling.

The key functions of the Office Manager

  1. Finance and accounts.
  2. Day to day running of the office. 
  3. General enquiries (not relating to Scottish Road Works Register or legislation)
